CEO Column: 80 Years of Innovation and Serving Members’ Needs

Eighty years ago, Trico was established to provide essential electric services to rural areas of Southern Arizona not served by investor-owned utilities. As we have grown, evolved, and innovated in how we serve our Members, we have never lost sight of that important duty and we never will. We are honored to be celebrating eighty years of providing energy solutions to the communities of Southern Arizona.

Over the last five years we have been planning to improve the resilience and responsiveness of our electric distribution grid by expanding our ability to communicate with our substations, line devices, and resources. Those resources include our solar and battery sites, but also Member devices like smart thermostats, batteries, and more. Our research and due diligence on the most effective communication technology led us to the decision that a fiber communications backbone, built on our existing electric infrastructure, was the best solution.

This plan offered an interesting opportunity because fiber technology can also be used to provide fast, reliable broadband internet service. Today, reliable and affordable broadband service is a vital service that promotes economic progress, education, and healthcare. Much like with electric service eighty years ago, many residents of Southern Arizona do not have reliable, cost-effective broadband options.

About 18 months ago, Trico’s Board of Directors and Staff started a detailed feasibility study to understand the financial, operational, and technical requirements for offering broadband to Members. The study included a financial analysis, a Member survey, a study of Trico’s system, and a review of the best way to operate and staff the service. Based on the results of that study Trico’s Board has instructed Staff to submit an application to Arizona’s Broadband Equity, Access & Deployment (BEAD) grant program, with the intent of providing broadband internet service if successful in earning the grant.

BEAD represents the state’s largest broadband investment in history. The program is managed by the Arizona Commerce Authority with the goal of providing universal broadband internet access for all in Arizona. BEAD prioritizes extending broadband internet service to the unserved and underserved areas of Arizona, including many rural areas. As an electric cooperative that has been serving underserved and rural communities of Southern Arizona since 1945, Trico believes it is uniquely qualified to provide this service. 

We think that with Trico’s extensive utility experience, focus on Member service, and not-for-profit cooperative model, we can excel as a broadband provider. In fact, more than 200 electric cooperatives across the country are already working to provide broadband to their Members.

In early March, Trico submitted a BEAD application, and we are taking practical steps so we are prepared to proceed if awarded a BEAD grant. One of these steps is identifying Member interest in receiving broadband internet service from Trico. Members can visit www.trico.coop or login to their Trico SmartHub accounts to register their interest. This will help Trico to better understand which communities are most interested in broadband service from Trico, collect a list of interested Members who want to stay informed, and effectively plan Trico’s fiber build out.

The final decision on whether to proceed with building a fiber to the home system and offering broadband services will be made after BEAD awards are announced, which is expected to occur in Summer 2025. We encourage you to register your interest and review our website for more information. We are excited for this project and the opportunity to continue providing vital services to our Members and our community.

Join Trico’s Board of Directors

Trico is accepting nomination petitions for District 4 (Sahuarita, Green Valley) and District 7 (SaddleBrooke, Mt. Lemmon).

One of the many benefits of Trico is that it is owned and governed by you, our Members. Our Board of Directors are Trico Members who have been elected to govern and direct the affairs of the Cooperative.

As a Trico Member, you too are eligible to run for a seat on the Board and become an advocate for both Trico and your community. You can make a difference by giving back to the community and leading your cooperative into the future.

Directors are nominated and elected by you, our Trico Members. Elections are held once a year, around the time of our Annual Meeting usually held in April. Directors serve a three‑year term and can run for re-election. Each year, two or three Board positions come up for election.

This year, Trico is accepting nomination petitions for District 4 (Sahuarita, Green Valley) and District 7 (SaddleBrooke, Mt. Lemmon). See the box at right for more information.

Who is eligible to run for the Board?

  • You are eligible to be a Director, if one of the following applies:
  • You are a Trico Member
  • You are the proprietor of a business that is a Trico Member
  • You are the superintendent or principal of a school that is a Trico Member
  • You have been designated in writing to represent an organization that you are associated with, if they are a Trico Member

Official Notice of Nomination by Petition

You are hereby notified that:

The 79th Annual Membership Meeting of Trico Electric Cooperative is scheduled for Saturday, April 5, 2025. The meeting will be held at Casino del Sol.

The incumbent directors of the districts whose current terms will expire at the meeting are: Marsha Thompson (District 4) and Kevin McCarthy (District 7).

Nominations for the election of Directors shall be by member Nomination Petition, unless otherwise provided in Trico’s Bylaws.

No person may be nominated unless he or she is duly qualified to serve as a director and has given prior consent to serve if elected. See the Trico website at

www.trico.coop for details on what a Trico Board Member’s duties entail.

Nomination Petitions will be available on the Trico website www.trico.coop starting December 5, 2024 and will be available through January 21, 2025. The website will also have information and options regarding digital petitions.

Nomination Petitions require 30 or more signatures of Members from the district in which the Director is to be elected. Each household represents one Membership. Only one person from the Membership may sign a nomination petition. Members may not sign the Nomination Petitions of more than one candidate.

Nomination Petitions must be filed with the secretary of the corporation at least 75 days prior to the Annual Meeting. The submission deadline is January 21, 2025 at 4:30 p.m.

BYLAW CHANGE

On September 24, 2024, the Trico Board of Directors approved a change in the Bylaws to amend the nomination process in Article V of the Bylaws. The result is that incumbent Directors who have been elected by Trico’s Membership and completed the nomination by petition process (Article V, Section 3) within the prior three years, may be nominated for a subsequent term via nomination by petition or by a Nominating Committee of the Board. Because Board terms last for three years this will mean that incumbent Directors will still need to seek nominations by petition every other term, if they wish to run for re-election. A full copy of Trico’s Bylaws is available at www.trico.coop. Open, democratic elections are a key part of the principles of being a cooperative, and Trico encourages Members to vote in the annual election of Trico’s Board of Directors.

Trico Members Enjoy Appreciation Event


Members Enjoy Appreciation Event at Marana Pumpkin Patch

Thank you to everyone who attended Trico’s Member Appreciation Event on October 9, 2024 at the Marana Pumpkin Patch. Close to 2,400 Members attended.

Feedback from Members was very positive, and we loved having the chance to celebrate with you.

“That was a huge blast! Great way for families to get together and the kids went crazy with everything there was to do. Thank you for doing this, it was a super fun night,” Cindy Williams said.

In addition to admission to the pumpkin patch, there was a photo booth and giveaways, and Trico staff and Board Directors were on hand to answer Member questions. Lineworkers Bryan English, Martin Mares, Matt Ward and Joe Tsethlikai gave a demonstration on electrical safety.

“It was a great time and perfect venue! What made it the best was when we were heading home, our son (sometimes too cool for us being in middle school) said he had a great time. Thank you Trico,” Anastasia Hartmann said.

We hope you had as much fun as we did, and we look forward to seeing you at a future Trico membership event!

On behalf of the Trico Board of Directors and staff, we want to extend a heartfelt thank you to all our Members who attended our Annual Membership Meeting on April 6, 2024 at Casino del Sol Resort.

We had record attendance, with nearly 750 attendees. We also had a record number of Members voting for their Board of Directors online and at the meeting with 978 total votes. Directors Jerry Rutherford (District 1), David Proctor (District 2) and Joe King (District 5) were reelected for a three-year term.

We appreciate the Members who took the time to join us and learn more about how your local cooperative works for you. We hope you enjoyed the face painting, photo booth, free food, raffle prizes, cash bar, tree sales, informational booths, and more! Raffle prizes included a 2006 Chevy Silverado 1500 truck, an electric bicycle, a one-night stay at Casino del Sol Resort, a Kitchen Aid Mixer, a 42″ TV, an iPad, Beats headphones and Trico bill credits.

“This was the best meeting I have attended in years,” Trico Member Patricia Pesek posted on Facebook.

It’s time to vote for your Board of Directors

The following candidates are running for a seat on the Board of Directors in the Districts listed.

Online voting and candidate videos are available on our website www.trico.coop. Just log into your SmartHub account and select the “Vote Now” button from the top, right-hand corner. If you don’t have a SmartHub account, you can still vote on our website, or pick up a ballot at Trico.

In order to be counted, your online votes must be received by April 3, 2024 at 11 a.m. Another option is to vote in person at the Trico Annual Membership Meeting on April 6, 2024.

District 1 (Dove Mountain, Marana)

Jerry Rutherford

Jerry has served on the Trico Board of Directors for 15 months. He was a Senior Vice President for 20 years for a cooperative in Kansas that served over 40 children’s hospitals in the U.S. He has also been chair of the Financial Affairs Committee for The Highlands at Dove Mountain and has many years of board experience, including serving as a board member at a savings bank, children’s hospital and a landscaping company.

I have extensive experience in finance and strategic planning which are areas of importance in any organization, particularly in this increasingly challenging financial market.

The key challenges facing electric utilities include capital requirements for capacity to serve significant business expansion, a growing population and climate changes, while dealing with technology changes for responses to environmental concerns, particularly in the Southern Arizona climate.

Balancing responsible fiscal management with responsiveness to change will be critical challenges to meeting customer expectations and needs.

The best way to better serve Members is through strategic financial planning to anticipate and prepare for the future, while managing the current day-to-day business operations. Focus, authenticity, courage, empathy and timing are critical leadership qualities that are needed to meet current and future Member needs.

District 2 (Marana, Avra Valley)

David Proctor

David joined the Board in October 2023. He is the Vice President of BKW Farms, which has been a Trico Member for 73 years. As Vice President, I have maintained great relationships with multiple key Marana entities and am involved in the planning for multiple long-term projects in the Marana/Avra Valley area. BKW also supports Marana High School programs and multiple community events in and around Marana.

For decades, BKW has cultivated relationships with residents and business owners within the Marana/Avra service area, giving me great insight on how best to represent them as a director. I have worked with Trico on several occasions over the years and believe it’s a well-run organization with great people. I am committed to maintaining the great service and rates Trico Members have become accustomed to.

I believe some of the challenges going into the future will be the demand on the current, aging infrastructure. With a growing population and more electric vehicles, I believe the demand will grow significantly over a short period of time. Another challenge will likely be maintaining affordable rates for customers as inflation continues to drive the cost of material goods up.

District 5 (Three Points, Altar Valley, Arivaca, Sasabe, Green Valley)

Joe King

Joe has served on the Trico Board for three years and is the current Treasurer. I have learned a lot in my first term as director. Trico directorship has been a great opportunity to watch how our Cooperative works and governs its operations. I am excited to continue serving our Members. Our family ranch has been in this valley since 1895 and we have been happy Trico Members since power arrived in the Altar Valley in the 1950s. Living in rural Pima County, I understand living remote from major services but we definitely appreciate the reliability the team at Trico ensures to membership.

I live and work full-time on our family’s cattle ranch and as such, I sit on a few various farm and ranch industry groups in Southern Arizona. I am currently Vice President of Pima County Farm Bureau. I am past President of Southern Arizona Cattlemen’s Protective Association.

Running our ranch, I have seen the rise in costs of production over the years and have had to manage costs of inputs. Another issue I deal with is finding and keeping good employees. It’s a balance that has always existed and it doesn’t seem to get easier.

Electric vehicles are a complicated topic. Discussions of where to build infrastructure, how much, and does Trico take on the servicing of charging stations and what requirements are future housing developments going to need if regulated to have charging capabilities.

Long term power generating is a very big issue. As coal plants get older or close, what sources can Trico go after and not be subject to outrageous demand charges when demand is high, and supply is low?

Trico does much to participate in the many communities to which it serves power. As a director of a more rural district, I appreciate Trico’s service to rural communities.
